Jonathan P. Tomes is a health care attorney practicing in the greater Kansas City area. He is a nationally recognized authority and expert witness on the legal requirements for health information and has written more than 50 books, including the following: The Compliance Guide to HIPAA and the DHHS Regulations, now in its fifth edition, along with its accompanying HIPAA Documents Resource Center CD, now also in its fifth edition; Electronic Health Records: A Practical Compliance Guide, now in its 3rd edition; and Medical Records Retention Guide, now in its 4th edition (with Michael I. He has consulted in the Baptist Hospital Medicare fraud case, has done fraud and abuse legal work for a Cleveland hospital involved in the Ohio Hospital Project, and has provided legal opinions on telemedicine issues. Charles M. Penoi—Consultant. Chuck has made health care IT implementation the focus of his career for more than 20 years. As a trained specialist in technology implementation, Mr. Penoi brings a wide ranging grasp of the challenges inherent in technology implementation. As an MIS director and consultant, Chuck has gained a thorough knowledge of the operational problems of provider organizations, both large and small. Presently, he is a provider of HIPAA compliance services, as well as line-of-business computer applications for service reimbursement, primarily in behavioral health care. He is a member of the Workgroup for Electronic Data Interchange (“WEDI”) and the National CMHC/MIS User Group HIPAA Committee.
